With regard to the proposed Lloyd Street extension in Midland -
(1) What is the purpose of the Lloyd Street extension?
(2) Who proposed or lobbied for this extension?
(3) On what grounds and when did the concept first see light of day?
(4) Have the grounds for the extension articulated in answers to (1) and (2) been tested or confirmed against projected transport needs, community and fiscal responsibility?

(2) Various key stakeholders including the City of Swan, Midland Re-Development Authority and Midland & Districts Chamber of Commerce strongly support early construction of the Lloyd Street southern extension. (3) The concept for a southern extension of Lloyd Street was raised around 1994/95 as part of structure planning for the Hazelmere industrial area. The basis of the concept was improved access to the Midland and Hazelmere areas as stated in (1) above. (4) Yes. Lloyd Street extension is included in strategic plans for the area and supported by projected transport needs. The State Government will match the Federal funding contribution and seek contributions from the City of Swan. (5) Proposed Lloyd Street southern extension is supported by State and Local Government and other key stakeholders and the Western Australian Planning Commission has gazetted a "Planning Control Area" to protect privately owned land in Hazelmere, which is required for this route. (6) NA (7) Yes. A preliminary environmental impact assessment of the proposed Helena River crossing was carried out as part of an earlier route planning study. Aboriginal Heritage assessment was also undertaken. More detailed environmental assessments and formal clearances are currently being pursued for the overall route. (8) A copy of the earlier route planning report which was commissioned by the then Shire of Swan can be provided to the Hon Member if he wishes. Details of the current assessments of the overall route can be provided when completed. (9) NA (10) To my knowledge there are no canal developments proposed for the area in the vicinity of the proposed Lloyd Street extension. (11) Community consultation was included as part of the structure planning for the area. Consultation will also be included as part of more detailed planning and design for the route.
