I ask this question on behalf of Hon Ray Halligan, who is away on urgent parliamentary business. I refer the minister to his answer yesterday to a question on the Geraldton Regional Hospital tender. The minister’s answer provided the explanation that eight respondents originally confirmed their expressions of interest when the time to provide expressions of interest closed, and that an evaluation panel short-listed five firms. (1) Will the minister explain what criteria were used to eliminate the firms excluded from the short-listed head contractors? (2) What criteria were used to elevate to the short-listed group the firms that were previously excluded? (3) Will the minister provide the House with the matrix used to determine the selection order? (4) If not, why not? Hon NICK GRIFFITHS

(1) The process for short-listing contractors for the Geraldton Regional Hospital tender list consisted of criteria to ensure that the firms had a previous proven track record in projects of this size and complexity, appropriately credentialled personnel, a track record of compliance with the code of practice in the Western Australian building industry and a commitment to the buy local policy, and that they were registered with the Department of Housing and Works pre-qualification scheme for works contracting. The selection panel set a minimum score, which represented that it was a good offer, had no deficiencies, met the criterion and presented a medium to low risk to the principal. The evaluation panel initially short-listed five firms as they were above the minimum score. However, the next two firms were marginally below that score. (2) Department of Housing and Works policy, as agreed with the contracting industry, generally requires six short-listed tenderers on projects of this size and complexity. The director general of the Department of Housing and Works directed that Broad Construction Services Pty Ltd, the next ranked contractor to the short-listed group, be added to maintain a short list of six, as it was assessed as capable of handling this project. Subsequently, when Cooper and Oxley Builders Pty Ltd withdrew, Consolidated Constructions Pty Ltd was substituted. (3) No. (4) It would be unfair on tenderers for others to see the assessments.
