During the periods for which the data is sought, changes in recording practices and the introduction of a new information system have occurred (see explanatory notes). Accordingly, data for 1998, 1999, and 2000 has not been provided as the data for these years, for various reasons, has been found to be incomplete and incompatible with data for later years. In order to provide a response to these questions, the data has been obtained from the following sources: BriefCase System, Names Inquiry System (Adult Cannabis Cautions), and the Department of Justice (Juvenile Justice Team Referrals). Not included are drug offences for which a Juvenile Caution was issued due to the broad description of offences recorded. Sections 5, 6, 7 and 33 of the Misuse of Drugs Act 1981 relate to drug offences in general, not specifically cannabis related offences. Cannabis related offences are not identified separately except in relation to Adult Cannabis Cautioning. Therefore, the response to the relevant questions may include drugs other than cannabis. Given the above limitations on the data, caution should be exercised in interpreting and using the following statistics. 1(a) 1998; Not available 1(b) 1999; Not available 1(c) 2000; Not available 1(d) 2001; 1,676 (Incomplete BriefCase data for 2001) 1(e) 2002; and 3,305 1(f) so far in 2003? 666 2(a) 1998; Not available 2(b) 1999; Not available 2(c) 2000; Not available 2(d) 2001; 2,532 (Incomplete BriefCase data for 2001) 2(e) 2002; and 5,321 2(f) so far in 2003? 1,091 3(a)(i) 1998; Not available 3(a)(ii) 1999; Not available 3(a)(iii) 2000; Not available 3(a)(iv) 2001; 124 (Incomplete BriefCase data for 2001) 3(a)(v) 2002; and 407 3(a)(vi) so far in 2003? 72 3(b)(i) 1998; Not available 3(b)(ii) 1999; Not available 3(b)(iii) 2000; Not available 3(b)(iv) 2001; 4 (Incomplete BriefCase data for 2001) 3(b)(v) 2002; and 3 3(b)(vi) so far in 2003? 1 3(c)(i) 1998; Not available 3(c)(ii) 1999; Not available 3(c)(iii) 2000; Not available 3(c)(iv) 2001; 45 (Incomplete BriefCase data for 2001) 3(c)(v) 2002; and 55 3(c)(vi) so far in 2003? 18 4(a) 1998; Not available 4(b) 1999; Not available 4(c) 2000; Not available 4(d) 2001; 414 (Incomplete BriefCase data for 2001) 4(e) 2002; and 937 4(f) so far in 2003? 240 5(a) (i) 1998; Not available 5(a) (ii) 1999; Not available 5(a) (iii) 2000; Not available 5(a) (iv) 2001; 73 (Incomplete BriefCase data for 2001) 5(a) (v) 2002; and 133 5(a) (vi) so far in 2003? 32 5(b) (i) 1998; Not available 5(b) (ii) 1999; Not available 5(b) (iii) 2000; Not available 5(b) (iv) 2001; 2 (Incomplete BriefCase data for 2001) 5(b) (v) 2002; and 4 5(b) (vi) so far in 2003? 1 6(a)-(f) Data not available from the WA Police Service. Explanatory Notes: 1. The number of offences recorded for 2001 is incomplete due to the BriefCase System not being rolled out State-wide until late 2001. 2. Proactive police targeting of certain types of offences, such as drug offences, will increase the number of offences reported and detected. Accordingly, increases and decreases in recorded offences may not reflect changes in trends but police activities and operations. 3. Data for 2003 is up to and including the 24 March 2003.

The Western Australia Police Service advise that:
