Regarding a report by the Urban Development Institute of Australia (UDIA) regarding the undersupply of land for housing in reference to Perth, which states that a substantial reform of the approvals process is being progressed by the State Government however this may not be implemented in time to provide relief for the anticipated growth through 2010–2011, I ask:
(a) is it correct that reform of the approvals process may not be implemented in time for growth in 2010–2011; and
(i) if yes, what measures is the Minister taking to expedite the implementation of approvals reform;
(b) how much land for housing was released for the following years:
(i) 2005–2006;
(ii) 2006–2007; and
(iii) 2008–2009; and
(c) how much land for housing will be released for the following years:
(i) 2009–2010;
(ii) 2010–2011; and
(iii) 2011–2012?

(a) It is not correct that reforms will not be implemented by 2010-2011.There are a number of reform initiatives to the approvals process that have been substantially commenced and/or are currently underway.
(a)(i) Not applicable
(b)(i) 24 848 residential lots were granted preliminary approval in the Perth Metropolitan and Peel regions in the 2005-2006 financial year.
(b)(ii) 19 566 residential lots were granted preliminary approval in the Perth Metropolitan and Peel regions in the 2006-2007 financial year.
(b)(iii) 15 437 residential lots were granted preliminary approval in the Perth Metropolitan and Peel regions in the 2008-2009 financial year.
(c)(i-iii) The Perth Metropolitan and Peel regions have a stock of 18 590 hectares of urban zoned land equating to 21 years of land supply. As at June 2009, there was a developers stock of 48 304 residential lots within the Perth and Peel regions with preliminary approval. Developers provide lots to the market in response to market conditions. The number of residential subdivision applications lodged during the 2008-2009 financial year was 8 per cent lower than the previous financial year.
