I refer to Western Power's 2018-19 Statement of Corporate Intent, and I ask: (a) Why won't the regulations to allow the Salaries and Allowances Tribunal (SAT) to set Government Trading Enterprises (GTE) Chief Executive Officer remuneration apply to the Chief Executive Officer (CEO) of Western Power; (b) Why will the Minister and not the SAT set the CEO's remuneration as previously announced by the Premier; (c) What is the total fixed remuneration of the CEO of Western Power; (d) When did the CEO of Western Power last receive an adjustment to his total fixed remuneration; and (e) What was the amount of the increase in the CEO's total fixed remuneration, both in percentage terms and dollars?

(a) The regulations to allow SAT to set GTE CEO remuneration bands do not apply to the current CEO of Western Power. This is because those regulations do not apply to CEOs who held that position prior to the regulations coming into effect (like Western Power’s CEO, Mr Chalkley), for the balance of their term of office.
(b) The Minister, and not SAT, makes a recommendation to the Board on the current CEO’s remuneration, as this is a legislative requirement of the Electricity Corporations Act. When a new CEO of Western Power is appointed, the remuneration of the new CEO will be set by the Board, within the band range determined by SAT.
(c) $526,523.00
(d) Mr Chalkley received an adjustment to his remuneration in November 2016, when the Member asking the question was the Minister for Energy.
(e) Mr Chalkley’s total fixed remuneration on his appointment was $523,000. In November 2016 he received his first and only remuneration adjustment when his total fixed remuneration was increased to $526,523. In dollars, this is an increase of $3,523 including statutory superannuation contributions. As a percentage, the increase was 0.67%. Mr Chalkley has received no further increases in line with the Government's wage freeze.
