I refer to page 67 of the 2010–2011 Annual Report of the Department of Regional Development, and ask:
(a) does the report state that $13.107 million and $15.379 million was spent on consultants and contractors in 2010 and 2011 respectively;
(b) how much of this was spent on consultants in each year; and
(c) why did the consultants reports tabled in the Parliament for the period January–June 2010 and July–December 2010 list the amount spent on consultants within the Minister's portfolios as $0.00 and $101,644.90?

(a) Yes. However it is important for the Member to appreciate that the expenditure figures on consultants and contractors are based on the Department of Treasury model for annual reporting. It should be noted that the majority of these figures relate to expenditure which is not reportable under the Department of Premier and Cabinet reporting guidelines for engagement of consultants. For example, over the two years $8.27 million relates to resources provided free of charge by Landgate for land services and transactions and $9.08 million relates to construction of the Ord workers village. The expenditure figures also include other categories of expenditure such as advertising, legal fees, auditing, couriers, professional property services which are also not reportable under the Department of Premier and Cabinet consultancy reporting guidelines.
(b) The amounts spent on consultants in line with the Department of Premier and Cabinet guidelines for the Engagement of Consultants are:
2009-10 - $16 133
2010-11 - $18 000
(c) The amount of $101 644.40 listed in the Consultants Engaged by Government Report for the July - December 2010 period does not relate to the Department of Regional Development and Lands.
