I refer to a media statement published 22 November 2018 from the former Minister for Housing, the Hon Peter Tinley, titled "Peet chosen for new affordable housing project in heart of Perth, and the commitment to develop 146 apartments and supply new commercial space", and ask, as of 30 November 2025: (a) at what stage is this development at; (b) which company has the right to develop Lot 52 Pier Street; (c) for how long do these rights last; (d) is the target still to deliver 146 apartments as committed in 2018; (e) if yes, of the intended 146 apartments, how many will be private, social, and affordable tenures; (f) if no, how many apartments will be delivered and of what tenure; (g) how many dwellings are currently under construction; (h) how many dwellings are not yet commenced; (i) if not yet commenced, what is the forecast completion date for all dwellings to be delivered; (j) are all associated commercial or community facilities originally proposed as part of the project completed: (i) if no, why; and (ii) if no, when will they be completed; (k) what is the total cost of the project to date; (l) what is the anticipated total final cost of the project; and (m) how has the project been funded?

The original Pier Street proposal was a private partner project with PEET.
Economic conditions significantly changed during COVID-19, greatly impacting feasibility of density projects for private partners.
When developer Peet withdrew from the project on June 2022 due to it no longer being feasible, the current State Government intervened and undertook significant re-working of the project to enable it to proceed in a Post COVID environment.
It will deliver 219 apartments, of which 50% will be social and affordable homes, and 50% will be market rentals.  This will be one of the largest contributions of social and affordable housing stock ever achieved within a single built form project in Western Australia.
Construction is well underway.
