153. Hon SAMANTHA ROWE to the
Leader of the House representing the Premier:
I refer to Department of the Premier and Cabinet contracts
DPC 1562 and DPC 1580, both awarded to Spiral Consulting.
(1) How many quotes were submitted for contract DPC 1562?
(2) What was the nature of the
services to be provided under contract DPC 1562?
(3) Why was contract DPC 1562 for
only a six-month period?
(4) What was the
nature of the services to be provided under contract DPC 1580, and how did
these services differ from the services to be provided under contract DPC 1562?

I thank the honourable member for some notice of this
question.
(1)–(4)
Contracts DPC 1562 and DPC 1580, both between the Department of the Premier and
Cabinet and Mr Richard Muirhead, involve the provision of project direction and
management services primarily associated with the Anzac Centenary and the
400-year anniversary of Dirk Hartog's landing at Shark Bay. Contract
DPC 1562 was for the services for the period 5 November 2012 to 4 May 2013.
Contract DPC 1580 is for the services for the period 6 May 2013 to 5 November
2014. In both cases, Mr Muirhead was directly engaged, having been considered
suitable for the required services based on his extensive relevant skills,
knowledge and experience. The initial contract was for a short term due to the
forthcoming state election.
