I refer to page 2 of the Department of Water's 2011-2012 Annual Report which states that 82 submissions were made to the review of the Department's First in first served policy, and ask —
(1) How many of these submissions criticised First in first served as a method of releasing unallocated water?
(2) Will the public have opportunity to comment on the draft policy that is being developed following the review of the First in first served policy?
(3) If yes to (2), what month is it expected that this will occur?
(4) If no to (2), why not?

I thank the Member for some notice of this question.
(1)        The Department of Water received 82 submissions in response to the discussion paper which was designed to encourage interested parties to criticise a number of proposed alternative mechanisms for allocating water entitlements.
(2 - 4) The draft policy will be released for public comment once the review has been considered by Government.
