I refer to the Minister's announcement on 2 April 2009 that he had personally developed a five point plan with the board and management of Synergy to ensure Western Australians would receive a world-class customer care and billing platform, and I ask:
(a) can the Minister confirm that Synergy provided a moratorium regarding disconnections during 2009–10 because of problems with their billing system;
(b) how many customers were subject to this moratorium regarding disconnections during 2009–10; and
(c) can the Minister for Energy confirm that this is the same billing system that he developed a five point plan with the board and management of Synergy to ensure Western Australians would receive a world-class customer care and billing platform?

b) Synergy did not track how many customers would have been disconnected had the moratorium not been in place.
(c) The announcement on 2 April 2009 related to the development of a five point plan to protect local jobs and support local industry as part of Synergy's business transformation program. This program, including the billing system, was approved by the previous government. The moratorium related to the period following the implementation of the billing system which was approved by the previous government in 2007.
