880. Mr R.S. LOVE to the Minister for Fisheries:
I have a supplementary question. Is
it true that the Minister for Fisheries and the Minister for Environment have assured industry representatives that the
extension plan would not proceed for public consultation before the election ?

I am not the lead minister in
relation to Marmion Marine Park so decisions on when it proceeds and when it
does not proceed should be directed to the appropriate minister. Once again,
this shows the confusion —

Mr D.T. PUNCH : — of
members opposite about how portfolios work and what the various
responsibilities are of various ministers. They cannot ask the appropriate
minister the appropriate question. How could they possibly be fit to govern
when they do not even know how executive government works? That is the
fundamental question, member. The Leader of
the Opposition has shown that he was confused in his previous questions about
the legislation that the Minister for Mines and Petroleum spoke about
and he is showing that he is confused about this legislation. I suggest that he
go back to parliamentary school, learn a little bit about executive government
and then come and ask a sensible question.
The
SPEAKER : I would like to
clarify here that you can only ask ministers about the portfolios they are
responsible for. As part of their portfolio allocation, every minister
is given a certain number of statutes. The minister has quite clearly explained
here that he is not the minister with responsibility for the marine park.
Another minister has responsibility for that. If you do not like the answers
that you have got from the minister who has been allocated the statute, you are
not entitled to ask other ministers. Under our standing orders, we can only ask
the minister about portfolios, statutes and areas that they are actually
responsible for. The only exception to that is the Premier, who has much
broader responsibilities.
