(1) Will the Minister confirm that the Royalties for Regions Program is administered through three funds, the Regional Infrastructure and Headworks Fund; the Country Local Government Fund; and the Regional Community Services Fund?
(2) Will the Minister specify the total funds available in each of three funds?
(3) If no to (2), why not?
(4) For each of the three funds, will the Minister specify -
(a) the procedure for applying for funding from the Fund, including the close date for applications, if applicable;
(b) the maximum funding grant available from the Fund;
(c) the application eligibility criteria for the Fund; and
(d) whether a successful application under one Fund precludes funding for either or both of the other two Funds (for the same project)?
(5) If no to (4), -
(a) why not;
(b) when will this information be made publicly available;
(c) will the Minister explain the basis on which the Government determined to provide funding grants under the Royalties for Regions Program for the recently announced Royalties for Regions projects and the procedure followed in selecting these projects for Royalties for Regions funding; and
(d) if no to (5)(c), why not?

(1) Yes
(2) Based on the Department of Treasury and Finance's publicly available Government Mid - Year Financial Projections Statement 2008 -2009 and the Royalties for Regions projects listed, the total amounts available to support projects in each fund for the 2008/2009 financial year are:
Country Local Government Fund - $100 million;
Regional Community Services Fund - $56.7 million; and
Regional Infrastructure and Headwork's Fund - $167.2 million.
An amount of $13.1 million has been allocated to strategic priorities and the Department of Local Government and Regional Development, in consultation with relevant stakeholders, is providing me with advice in relation to options for the allocation of these funds.

(4a) The method and process for distribution of the Country Local Government Fund financial assistance is outlined on the Royalties for Regions website.
Presently, there are no contestable funds available through the Regional Community Services Fund as these funds are fully allocated to statewide strategic projects directly aligned to the Government's election commitments.
The method and processes that apply to the distribution of contestable funds, as part of the Regional Infrastructure and Headwork's Fund has been made available on the Regional Development Commission and Royalties for Regions websites.
(b) This is outlined in the material made publicly available in relation to the distribution of contestable funds.
(c) This has been made publicly available in relation to the distribution of contestable funds.
(d) Based on a case by case assessment, new statewide and regionally specific projects can be supported with assistance across a mixture of the Funds.
(5a) Not applicable

(c) State Cabinet determined to provide funding for Royalties for Regions and the associated initiatives as a result of agreed election commitments. Any new projects funded under the Royalties for Regions program will be subject to normal government approvals processes and business case requirements. More detailed information will be made available about each specific Royalties for Regions initiative as it is announced.
