DOMESTIC VIOLENCE
558. Hon SUE ELLERY to the Minister for Child Protection:
(1) What was
the total number of children reported to the Department for Child Protection
during the past three financial years as a result of family or domestic
violence; and
(2) What
percentage of those children participated in either the Safe at Home program or
the Domestic Violence Outreach program?

I thank the honourable member for some notice of this
question.
(1) The total
number of children involved in child protection assessments and investigations
where family and domestic violence was a reported issue was: 2009–10,
not available; 2010–11, 2 398 children; 2011–12, 2 262
children. The data was extracted from ASSIST on 21 August 2012 using a snapshot
date of 21 August. It is a distinct count of all children involved in initial
inquiries and safety and wellbeing assessments where family and domestic
violence was a recorded issue. Some of these may have been as a result of a
referral from a domestic violence incident report. However, these figures do
not include every child reported to the department through the domestic
violence incident reports. Family and domestic violence was recorded
differently in the department's previous client system. Changes in
recording practices following the introduction of the department's new
client system in March 2010 have resulted in 2009‑10 data not being
directly comparable with data reported for subsequent years.
(2) Preliminary
data from the National Partnership Agreement on Homelessness progress reports
tracking sheets completed by Safe at Home and Domestic Violence Outreach
programs show that for the period of July 2010 to December 2011 over 420
primary clients have been assisted by the Safe at Home program. Of these, 79 per
cent were single females with children. Over 350 primary clients have been
assisted by Domestic Violence Outreach. Of these clients, 78 per cent were
single females with children.
It is not possible to provide data
for the Safe at Home or Domestic Violence Outreach programs that relates only
to children reported to the Department for Child Protection for family and
domestic violence as data collected by these programs does not differentiate
between those who may be referred through the Department for Child Protection
or other sources to these programs. The figures provided are for all children
who have participated in these programs regardless of how they were linked up
with the program.
