WESTERN POWER, SEPARATE GENERATION AND TRANSMISSION RETAILING ORGANISATIONS
I refer to the minister’s plan to split Western Power into separate generation and transmission retailing organisations. (1) When does the minister expect the plan to be effected? (2) Can he guarantee that no Western Power customer will be required to pay more per unit of electricity as a result of this change? Mr RIPPER

(1)-(2) The member for Darling Range will be aware from reading Labor’s pre-election policy - I hope he has - that the electricity reform process will be preceded by the establishment of the Electricity Reform Task Force. Among its other tasks the task force will be asked to provide recommendations on the timing of the reform process. I am unable to give details of precisely what will happen and when. I am in the process of appointing an expert committee to provide detailed recommendations on the shape of the electricity market, an electricity code and future arrangements for Western Power. I hope that the Opposition will participate in the work of the Electricity Reform Task Force, and make submissions. I expect that the task force will produce a discussion paper to stimulate public debate on these issues. The Government proposes to preserve the uniform tariff. That is one of the terms of reference that I will propose for the electricity task force. The uniform tariff will become a safety net to provide the sort of protection that the member is seeking in the event that particular groups of customers do not benefit from the competition I propose to introduce.
