I refer to the plight of the homeless in Western Australia, and ask -
(1) What is the most current figure for the number of homeless not accommodated in any form of shelter in -
(a) Perth; and
(b) other centres?
(2) What does the Government regard as ‘chronic’ homelessness?
(3) Have any studies been carried out to ascertain what proportion of the chronic homeless suffer from -
(a) a mental health problem;
(b) a drug abuse problem;
(c) a combination of both; or
(d) some other condition?
(4) If so, what are the figures?
(5) If not, will the Minister arrange such a study?
(6) What is the current level of shelter accommodation for the homeless in Perth?

(3 and 4) A number of studies have been undertaken on the contributing factors in homelessness. One national study says "It is common for people who are chronically homeless to have a range of serious problems. In SAAP case studies, there is often mention of drugs, alcohol or mental health issues, sometimes all three". These issues were also mentioned in the State Homelessness Taskforce Report 2001 as a key area of risk in relation to housing. A 2000 survey of Western Australian Supported Accommodation Assistance Program services identified 118 people with a diagnosed mental illness living in this type of accommodation. In the 2003/04 SAAP data collection drug/alcohol/substance abuse was the main reason for seeking accommodation assistance through the Supported Accommodation Assistance Program in 7.4% of "accommodated support periods" in Western Australian services.
