I refer to Legislative Council
question on notice 2495 regarding the regional traineeship program.
(1) Who were the three applicants not successful due
to funding availability who otherwise qualified for funding?
(2) How were the
three applicants prioritised and chosen not to receive funding when 51 other
applicants were funded?
(3) Who were the
four applicants that were not successful in obtaining funding under the program
due to ''shortcomings in the applications'' and will the minister
please identify the shortcomings with respect to each of the applications
identified?

I thank the member for the
question.
(1) It has come to my attention that in fact four, not
three, applicants were unsuccessful due to their low ranking on that
assessment. I apologise for that error. Those four were Brookton Community
Resource Centre, Goomalling Community
Resource Centre, Nungarin Community Resource Centre and Wagin Community Resource Centre.
(2) The regional
traineeship program is a competitive grants program. All applications were
assessed on the following areas: type of
traineeship; community overview; organisational capacity; community
consultation ; and traineeship experience. These unsuccessful applicants
were not rated as highly as those that were successful. The member will be
extremely happy to know that all four reapplied in round 2 and were successful
in their applications.
(3) I certainly
do not think it is appropriate to list the CRCs that the member referred to and
to negatively reflect on their applications.
Generally, these applicants provided limited or inadequate information, so the panel was unable to properly evaluate their application against the assessment
criteria. In some cases, the questions were not answered at all. The member
will also be pleased to hear that two of those did reapply in round 2 and were
successful.
