I refer to the Minister's answer to question on notice 628 in relation to the escalation in the Albany Ring Road estimated total cost from $225 million to $240 million from the previous budget year to the current, seeking specific figures attributable to "higher than expected environmental offset costs" and "market cost increases to the Western Australian civil engineer and design service sector", and I ask: (a) has the mentioned Offset Strategy been accepted yet; (b) if no to (a), when is this on target to be accepted; (c) in relation to (a), if it has been accepted, what is now the numerical figure for the "higher than expected increase in environmental offset costs" in relation to the year to year change from $225 million to $240 million; and (d) is the Minister able to provide a numerical figure for the "market cost increases to the civil engineer design service sector" in relation to the year to year change from $225 million to $240 million, a part of the question not addressed in the Minister's response to question on notice 628 despite the month long wait time to receive the non-answer?

(d)       The market cost increases relating to civil engineering and design services relates to delay costs associated with environmental offsets, design and construction of a V-notch weir, screen wall design and construction, along with additional costs relating to service relocation design and construction.
