The City of Armadale is presently considering amending its town planning scheme that would allow for the future development of holiday accommodation and resort facility on Lot 62 Heritage Drive, Araluen. Will the Minister indicate -
(1) Any conditions, plans or specifications developed and/or advised to interested parties by Department of Environment, Swan River Trust, Waters and Rivers Commission and Department of Conservation and Land Management concerning this proposal?
(2) What setbacks and/or buffer zones are required for development near major and minor waterways?
(3) Has any impact studies been undertaken by Government Agencies concerning the implications of this proposal on the Canning River and associated waterways?
(4) If yes to (3), by which Agency, and when was it completed?

2. The EPA's Draft Environmental Guidance for Planning and Development (Draft Guidance Statement No. 33) does not specify a generic buffer distance to protect wetlands. The Draft Guidance requires that buffer distances be determined based on the biophysical values of the wetland. The present statutory planning mechanism for determining buffers is based on a 'foreshore reserve' width of 30 metres for waterways. (Western Australian Planning Commission Development Control Policy 2.3). Swan River Trust policy states that on rural zoned land, where there is no Park Recreation reserve along the waterways within the Traust Management Area, the minimum development setback is 30m from the waterway. This is in line with Western Australia Planning Commission policy. The Swan River Trust has requested that a condition be added to the amendment to require the ceding of a 30-metre foreshore reserve free of cost to the Crown. 3.
