I refer to your media release dated 11 December 2018 titled "Progress on South-West saleyard solution" and your answer on 6 December 2018 to Question Without Notice No. 1336 in the Legislative Council and I ask: (a) On what date did you receive advice that "publicly releasing the number of respondents that have been selected to proceed to a full tender process may significantly lessen competitive tension, potentially reducing the benefits to the State"; (b) Will the Minister table this advice? If not why not; (c) Why did the Minister release the number of respondents who have been selected to provide detailed proposals by media release on 11 December 2018 if the release of that information may "significantly lessen competitive tension, potentially reducing the benefit to the State"; (d) Did the Minister receive subsequent advice that the release of this information will no longer significantly lessen competitive tension or reduce the benefit to the State; and (e) If yes, will the Minister table that advice? If not, why not?

(a)   6 December 2018.
(b)   The advice was provided to me in the draft answer to Legislative Council question without notice 1336 dated 6 December 2018.  I table that advice.
(c) - (e)  I met with WAMIA's Chair and Chief Executive Officer on 7 December 2018 and was advised that the WAMIA had accepted the recommendations of the Evaluation Panel.  After consulting with WAMIA, I determined that as long as the identify of the shortlisted proponents remained confidential, there was little additional benefit in withholding the number.
