I raise the issue of the ageing infrastructure of the Water Corporation's mains and pipes, and ask:
(a) does the Water Corporation have an on-going maintenance program that identifies the age of water mains and pipes, inspects those pipes internally and externally, and then replaces the most critical; and
(i) if so, how does this program work;
(b) does the Water Corporation have a predictive maintenance program or regime in place for its mains and pipes which calculates those most likely to fail; and
(i) if so, how does this program work and how long has it been in place;
(c) how much money has been spent per annum over the years 2009/2010/2011, and will be spent in the forthcoming budget year, on mains and pipe replacement, and where;
(d) how many miles/kms of asbestos piping is still being used by the Water Corporation to transport water;
(e) where is the most significant concentration of asbestos piping in the water system;
(f) is there a program in place to continually replace asbestos piping; and
(i) if so, how much money has been spent on this program over the years 2009/2010/2011, and will be spent in the forthcoming budget year; and
(g) is there a program of internal inspection on the Perth metropolitan mains piping system, including those that carry dam waters, such as the south west highway main; and
(i) if so, please provide an overview of the system and the dates on which the mains pipes have been internally inspected?

(a) Yes
(i) Decision on which water mains to inspect is based on information such as the asset age, design life, soil types, performance history and the consequences arising from a failure.  If the inspection shows a main to be in poor condition, it will be scheduled for replacement. The Water Corporation undertakes replacements depending on their current condition, ability to deliver the required level of service and potential consequences of not replacing.
(b) Yes
(ii) The prediction of which water mains and pipes are most likely to fail is undertaken using a risk model.  The information gathered through the inspection program is used to fine-tune the risk model and develop estimates of future replacement funding requirements.
The program in its current format has been in place since 2009.
(c) In the years 2009/2011, the Water Corporation's expenditure on replacement or refurbishment of water mains and pipes that were in poor condition is in the order of:
2009 $16.5 million
2010 $17.5 million
2011 $17.5 million
This has been spent State-wide, but in particular, in the Goldfields and Agricultural Region and in the Perth metropolitan area.
It is currently expected that the Water Corporation will spend $22 million State-wide on the replacement or refurbishment of water mains and pipes in the forthcoming budget year. This will be targeted towards the water mains and pipes that have the poorest condition and performance across the State. A significant amount will be spent on refurbishment of the main conduit pipeline to Kalgoorlie as parts of the pipeline are the oldest in the State.
(d)-(f)(i) Refer to Legislative Assembly Question on Notice 6149.
(g) Yes
(i) During the last three years, 190 kilolmetres of water mains have been internally inspected.  This has included sections of the:
· Serpentine Trunk Main
· Canning Trunk Main
· Stirling Trunk Main
· Forrestfield Trunk Main
· South Western Highway Distribution Main
· Canning Distribution Main
· Albany Highway Distribution Main
· Yokine Distribution Main
· Great Eastern Highway Distribution Main
· Many other shorter sections of main.
