I refer to the Premier’s Circular number 2009/08, and I ask:
(a) how many contracts for professional services over $50,000 has the Department of Premier and Cabinet (DPC) received since 21 November 2009;
(b) what is the average amount of time being taken to complete the approval process for these contracts for professional services;
(c) how many approvals for contracts for professional services have been seeking approval for more than:
(i) one week;
(ii) more than 4 weeks;
(iii) more than 6 weeks; and
(iv) more than 10 weeks;
(d) as at 23 February 2010, how many contracts for professional services have been submitted to DPC and are awaiting approval; and
(e) can the Premier please provide the name, level, qualifications, and contract type for the staff members allocated to approve contracts?

Department of the Premier and Cabinet advises:
(a) The Department of the Premier and Cabinet received 66 submissions from other agencies between 21 November 2009 and 23 February 2010 (inclusive). Of these, 25 required DPC approval, and 1 was withdrawn.
Of those submissions requiring approval:
(b) 9 days.
(c)(i) 13 were approved more than one week from submission.
(ii) One was approved more than 4 weeks from submission.
(iii) Nil were approved more than six weeks from submission.
(iv) Nil were approved more than ten weeks from submission.
(d) At 23 February 2010, there were nil* outstanding Approval Requests requiring approval.
(e) Approvals have been provided by the Director General or the Deputy Director General, Strategic Policy. One submission was approved by the Manager, Ancillary Services on the basis of urgency.

*1 submission was received on 23 February, with the agency advised on 27 February that approval was not required (i.e. 'Out-of-scope).
