NATURAL RESOURCE MANAGEMENT - REGIONAL DELIVERY MODEL FUNDING
I refer to the government’s support of the regional delivery model for the state’s natural resource management programs confirmed in the recent press release entitled “Additional funding approved for the environment”. (1) How does the government define the regional delivery model funding arrangements? (2) Will the regional delivery model guarantee ongoing direct funding of current and future regional natural resource management groups? (3) If yes to (2) - (a) within what time frame will the funding be rolled out; and (b) for how long is funding planned? I thank the member for some notice of this question. The government fully supports regional delivery. This will continue under the new commonwealth-state arrangements that we term NHT3. The government endorsed those processes through the Natural Resource Management Ministerial Council last year when it put together a national natural resource management framework, which is based on regional delivery. The essential answer to the question is that we have already made those commitments, if not last year then some years before that. (1) The arrangements are defined through the current bilateral arrangements for the national action plan for salinity and water quality and the NHT2, which is the Natural Heritage Trust phase 2. Operational arrangements are developed by the commonwealth and the state through the joint steering committee in consultation with the regional natural resource management groups and other stakeholders. (2) Yes. Regional delivery in Western Australia will continue and funding will be directed to the regional NRM groups to enable them to invest in priority programs that provide good NRM outcomes for their region and the whole state. The allocation of those funds will continue to be via approved investment plans that guide current and future operational arrangements. (3) (a) Funding for current programs is continuing to flow to the regional NRM groups under the approved investment plans. Bilateral negotiations between the commonwealth and the state are well advanced for NHT3 and will be concluded in time for funds to be rolled out for 1 July 2008, notwithstanding the federal election.
