SCARBOROUGH BEACH FORESHORE REDEVELOPMENT

Minister for Planning:
I understand that the minister
visited Scarborough Beach this morning to launch a new phase of public
consultation on the foreshore redevelopment. Can the minister please update the
house on how Scarborough residents and visitors to the area can have their say
about the future of the beachfront?

I thank the member for the question.
Indeed, I did visit Scarborough Beach this morning with the member for
Scarborough. The beach and the ocean were looking pristine and magnificent. The
precinct, as I think most people recognise, has been run down and the
advantages of that wonderful location have certainly not been taken advantage
of or maximised adequately over the past two decades or so. The government
therefore made a decision at the beginning of this year to allocate $30 million
over the next four years to the redevelopment of the precinct. The beach, of
course, is one of Australia's pre-eminent beaches—some would
argue it is Australia's pre-eminent beach, but I will not argue that
fully. That $30 million, together with the $30 million being made available by
the City of Stirling will ensure that the precinct is improved greatly so that
the possibilities of that area can be maximised for local and other Western
Australian residents, and to encourage tourism to Western Australia.
The area has been cleared as being
the responsibility of the Metropolitan Redevelopment Authority. This morning
the member for Scarborough and I were pleased to launch a new online tool that
the MRA has developed for the purpose of gathering information from the public
to find out what people would like to see developed in the area and the major
advantages of the Scarborough precinct and what changes should be made over the
next two years. This online application is now available at
www.scarboroughviews.com.au. It will be open for the next month and the
information gathered, and the comments attributed by people will be fed into
the development of a draft master plan for the Scarborough area, which will be
published around the middle of next year by the Metropolitan Redevelopment
Authority for public comment. In the meantime, other changes are being made. In
particular, some short-term improvements will be completed in time for the
Australian Surf Life Saving Championships in March next year. That will include
the installation of free wi-fi, some new lighting on the clock tower and a new
bronze public art piece to honour the history and importance of surf
lifesaving. This is a precinct that has not been well used. Indeed, it has been
the location of undesirable behaviour on a number of occasions over recent
years, but I am sure that the changes being put in place by the Western
Australian government together with the City of Stirling, under the
Metropolitan Redevelopment Authority, will provide vast improvements for all
visitors to the area.
