With reference to the appointment of Dr John Avery as consultant to assist in the review of the
Aboriginal Heritage Act 1972
, as referred to in the Media Statement of 9th May 2011, ‘Minister announces appointment of Aboriginal Cultural Heritage Consultant’, I ask -
(1) Will Dr Avery, as part of his advice and assistance remit, produce a discussion paper on proposed legislative and administrative changes affecting Aboriginal heritage in Western Australia?
(2) If yes to (1), will an invitation to comment on such proposals be extended to stakeholders and other interested parties?
(3) If such invitations are extended, what period will be given for submissions in response to be received?
(4) Will all submissions be made publicly available on the Department for Indigenous Affairs website?
(5) If yes to (1), will Dr Avery, in the preparation of a discussion paper, undertake consultations with Aboriginal people on issues of cultural knowledge and objects and/or places?
(6) If yes to (1), will Dr Avery, in the preparation of a discussion paper, undertake consultations with the Archaeological and Heritage professionals pertaining to the broader values of objects and/or places?
(7) If no to (1), what methodology is to be applied to the review process?
(8) In particular, what method of communication/consultation with stakeholders and interested parties will be adopted?
(9) What is the cost to the department of Dr Avery’s appointment?
