A Member of Parliament questions the Minister for Local Government regarding the timeline for metropolitan amalgamations and potential regional local government restructuring in the South West, specifically concerning a proposed 'super council' and its impact on local planning. The Minister clarifies the metropolitan timeline and denies any state-driven plans for regional amalgamations, suggesting local governments can initiate their own proposals.

I refer to your comments at the South West Local Government Zone meeting on 22 November 2013 about how the future of regional local governments would have to wait until metropolitan amalgamations were finalised, and ask: (a) what is the proposed time line for finalising metropolitan amalgamations; (b) can you confirm that an area from Yarloop to Capel through to Donnybrook is the target area for a single local government authority in the South West; and (c) how will it be possible for local government bodies that are in this proposed super council area to forward plan if their individual identities will be removed sometime in the near future?

(a) The Local Government Advisory Board is scheduled to present its recommendation to the Minister by mid 2014. The Government's intention is for new local government arrangements to commence on 1 July 2015.
(b) The State Government has no timeframe or plans for the structural reform of local governments outside metropolitan Perth. Local governments may, however, choose to advance their own proposals. The Minister has encouraged local governments outride Perth to talk to each other about opportunities for resource sharing
(c) Not applicable.
