I refer to a post-budget government media statement on 8 September 2021 announcing $1.2 million upgrade of Kalgoorlie Fire Station, and I ask: (a) on what date was the tender released for the project; (b) on what date was the tender closed for the project; (c) how many applications were tendered for the project; (d) what was the value of each tender application for the project; (e) what was the financial range of the tender applications; (f) does the approved budget for the project remain at $1.2 million and if not what is the approved budget allocation; (g) how much of the project amount has been expended to date on the project; (h) what is the scope of the project; (i) why were the submissions received for the project deemed unsuitable; (j) what alternative tender options is the government currently considering to progress the project; (k) how many firefighters can currently be accommodated at the current fire station; (l) how many firefighters is it proposed that can be accommodated once the upgrade is complete; (m) what is the timeline for the current project completion; and (n) have any temporary measures been employed to accommodate the additional firefighters whilst this project is advanced?

d) As the Department of Finance intends to return to market and there was only one submission, the amount is commerical-in-confidence.
e) Not applicable.
f) The current approved project budget is $2.16 million (GST exclusive), which includes project management fees and overheads. The Department of Fire and Emergency has allocated $500,000 in 2022–23 and $460,000 in 2023–24 to the approved $1.2 million from the Facility Modifications Program.
g) $172,243 has been expended to date.
h) The project scope includes alteration to kitchen, bathroom, study and tunic room areas, as well as the addition of a gymnasium and lounge space. Further training hardstand and site per and poly fluoroalkyl substances remediation works will be provided to the rear of the property.
i) The offer received significantly exceeded the construction budget available for the project, noting price is not the only consideration when determining value for money.
j) The Department of Finance is currently working with local industry and the Department of Fire and Emergency Services to determine the most appropriate manner in which to return to the market.
k) The Kalgoorlie Career Fire and Rescue Services can currently accommodate eight firefighters.
l) The station upgrade scope does not include additional dormitories, as the station has enough beds for the increased personnel.
