1) In terms of bus services there are two forms of subsidised transport provided in regional areas; a number of towns have subsidised town bus services, and beyond this most country centres benefit from free school bus services which provide transport to school for children from surrounding areas. Details on school bus services and conveyance allowance are provided in response (3) below. The regional towns which have specific town bus services are Albany, Bunbury, Busselton, Carnarvon, Collie, Dunsborough, Esperance, Geraldton, Kalgoorlie, Karratha, Kununurra, Manjimup, Narrogin and Port Hedland. Air service subsidies are currently applied to the following routes: * Broome - Derby * Broome - Port Hedland * Broome - Fitzroy Crossing - Halls Creek * Perth - Meekatharra - Wiluna 2) Prior to 2004, regional town bus operators were subsidised on a shortfall basis comprising full cost less revenue. Fare revenue collected by the operator was retained by the operator. With the introduction of the Public Transport Authority Act, with the exception of the bus service in Kalgoorlie, regional town bus operators are now paid the full cost of providing the public transport bus service in their locality with all fare revenue accruing to the PTA. Kalgoorlie operates under its own legislation (the Eastern Goldfields Transport Board Act 1984) and is still paid on a shortfall basis comprising full cost less revenue with revenue being retained by the Board in accordance with its legislation. Air service subsidies are paid on a shortfall basis. 3) The government subsidy for each regional town bus service is as follows: Regional Centre Net of revenue payment 2002/03 Net of revenue payment 2003/04 Estimated net of revenue payment 2004/05 Albany 555,700 552,900 600,000 Bunbury 2,153,400 2,421,800 2,770,000 Busselton 380,900 531,500 585,000 Carnarvon 8,900 8,900 26,000 Collie 32,100 32,700 34,000 Dunsborough 31,000 34,900 36,000 Esperance 55,600 82,900 99,000 Geraldton 1,278,600 1,184,000 1,000,000 Kalgoorlie 648,900 943,800 1,275,000 Karratha 351,400 328,900 371,000 Kununurra 14,900 22,500 23,000 Manjimup 14,600 37,800 31,000 Narrogin 24,600 24,800 24,000 Port Hedland 803,600 757,000 900,000 Total 6,354,200 6,964,400 7,774,000 Transport assistance to eligible students throughout the State is also provided in the form of a free bus service or the payment of a conveyance allowance to a parent or guardian to offset the cost of transporting their child to school.
