(a) when was this contract executed;
(b) how many other tenders were there;
(c) what is the value of the contract;
(d) what is the duration of this contract; and
(e) what oversight and/or review mechanisms are there in this contract?

(a) The contract was executed on 7 January 2010. Disengagement of outgoing contractors commenced on 15 January 2010 and the Baycorp contract was fully operational as at 31 May 2010;
(b) Two other tenders were received in addition to the Baycorp tender;
(c) The Contract estimate for the combined Fines Enforcement, Civil Enforcement and Department of Transport Driver Licence Notices contract is $31 000 000;
(d) Three years following phased transition with two (2) one year extension options and one year for disengagement of services;
(e) In addition to standard contractor undertakings, the combined contract includes key performance and reporting requirements which are reviewed by a contract management team and a steering committee. The Department also maintains contract management personnel and a dedicated quality assurance team to monitor and review contractor performance.
