KIMBERLEY FLOODS — GOVERNMENT HOUSING STOCK —
DAMAGE

Has the Department of Communities
completed an assessment of government housing stock damaged as a result of the
Kimberley flooding? If so, please provide an indication of —
(1) the number of properties
requiring repairs;
(2) the number of properties
condemned and requiring replacement; and
(3) the locations of these
properties and the property type.

(1)–(3) The Department of Communities
(Communities) owns or manages 1,009 dwellings across 37 flood impacted
communities in the Kimberley. Following the flooding event of 2 January 2023,
the Department of Fire and Emergency Services undertook Rapid Damage
Assessments across the region.
As
impacted communities were able to be accessed, Communities have progressively
undertaken and completed 985 electrical safety assessments to confirm these
homes are electrically safe.
After
initial electrical safety assessments were undertaken, a significant number of
residents were repatriated to their undamaged homes. Dwellings with other
damage may undergo further, detailed assessments known as Building Condition
Assessments (BCAs). BCA's, undertaken by qualified building inspectors,
are comprehensive and assess damage including, but not limited to, structural
damage and water ingress.
As at
10 February 2023, 94 Communities-owned or managed dwellings have had detailed
BCA's completed and are currently being reviewed to confirm whether
these impacted homes will need to be rebuilt, refurbished or retained with
minor works. These decisions regarding damaged homes are influenced by several
factors' including confirmation of the revised floor level.
Communities
will review all the information available on each dwelling, and undertake
discussions with the occupants of each property, to inform the next steps.

BCA's have so far been conducted in Fitzroy Crossing town and the
following remote communities: Burawa, Camballin, Darlngunaya, Bungardi,
Loanbun, Junjuwa, Kupungarri and Galeru Gorge.
