I thank the honourable member for some notice of this
question.
(1) Yes.
(2) The
administrative management arrangements for the program are being improved to
provide better recruitment, management, supervision and learning and
development for the StrongFamilies program.
StrongFamilies is an interagency
initiative that is administered by the Department for Child Protection on
behalf of a range of agencies that are signatories to the StrongFamilies
partnership agreement. The department employs StrongFamilies coordinators in
each of its 17 districts, generally located in offices external to the
department hosted by partner agencies or nongovernment organisations. On
occasion some coordinators have been housed in the Department for Child
Protection offices. The department is restructuring the administrative
management arrangements of the program, including providing improved
supervision and support for coordinators as well as focusing on improving the
two-way learning opportunities for the department and the coordinators, particularly
in building strong interagency non-government organisation and community
relationships. This restructuring process has been labelled ''integration''
and the primary focus is on improving the internal management arrangements. Key
features of the program's independence will be retained, including
partner agencies hosting coordinators, the StrongFamilies website and email
addresses and independent telephone contact arrangements. There is no intention
to increase the Department for Child Protection's control of the
StrongFamilies program. Policy and program development will be managed through
the relevant areas of the department, and this will include improving the
linkages to the responsible parenting program. I can confirm that the
partnership agreement is currently under review and has been discussed with the
StrongFamilies monitoring group. A revised draft of the agreement will be
provided to the partner agencies and interested agencies, including the
nongovernment organisations, for their comment prior to the new agreement
being signed.
