I refer to correspondence dated 2 June and 28 July 2011 sent to the Minister from the Community and Public Sector Union, Civil Service Association (CPSU/CSA) which outlined serious concerns raised by that organisation, as well as the State School Teachers’ Union (SSTU) following a survey of their members in the administrative and lecturing staff within the Great Southern Institute of Technology (GSIT). As the majority of the members surveyed, ranging across all classification levels at all the campuses of GSIT were in agreement with the survey findings, I ask -
(1) What action, if any, has been taken to address these concerns?
(2) Has the Minister or any of his staff met with representatives from the CPSU/CSA and SSTU to address these concerns?
(3) If no to (2), why not?
(4) If yes to (2), what was the outcome?
(5) Has the Minister or any of his staff had any meetings with any of the staff at GSIT?
(6) If no to (5), why not?
(7) If yes to (5), what was the outcome?
(8) Has the Minister or any of his staff held any meetings with employees without the presence of management in order that they may freely express their concerns?
(9) If no to (8), why not, given that the survey results show that over half of those members surveyed do not feel the institute values honest opinions and answers, with many feeling that reprisals may occur if they speak out?

(1) The Managing Director of Great Southern Institute of Technology met with the Joint Consultative Committee in April 2011, where issues of process and protocol on implementation of the restructure were discussed.
It was agreed by all parties that a process of complaint management be established and that the Institute would conduct a satisfaction survey in September 2011. This survey was to be completed by all Institute staff and conducted by an outside consultant to ensure complete confidentiality. This process has now commenced and Insync Surveys has been engaged to carry out this confidential survey.
The CPSU/SSTUWA decided to conduct a survey of its membership, totalling 51 staff out of the Institute's total head count of 318. In addition, the survey was drafted by union delegates and confined to union members. This survey was not representative of all Institute staff and was confined to a particular group representing 16% of the Institute's workforce.
