Given the State’s windfall gain of $231 million from the Commonwealth Grants Commission, I ask - (1) Will the minister now allocate the additional funds required to the State’s 13 Silver Chain Nursing Association operated nursing posts to enable them to cover their legitimate increased operating costs as outlined in the minister’s letter to the member for Avon on 24 March 2004? (2) Can he give an assurance that communities such as Hyden, Bencubbin, Beacon and Leeman will have equity in access to health services and will not have to go cap in hand to their communities for extra funds or levy the community to retain their only health service? (1)-(2) The Silver Chain operated nursing posts have received a 20 per cent increase in funding for operating costs in the current financial year; that is, the 2003-04 financial year. That was significantly in excess of the increase in funding awarded to any other area within the health system. As I indicated to the Leader of the National Party in my letter of 24 March 2004, the Department of Health is working with Silver Chain to develop strategies to increase its funding via other means as well.
