(1) Have recent changes to the State’s fisheries legislation had the effect of putting in place a new ban on seafarers fishing while at anchorage unless they have a recreational fishing licence?
(2) Is the Minister aware that among the many seafarers visiting our shores, including the Pilbara coast with ships collecting our resource exports, a large number don’t speak English and would find it virtually impossible to manage arranging a recreational fishing licence for themselves to cover the short period in which they are in Australian waters?
(3) What steps will the Minister take to secure an exemption to any requirement for these visiting seafarers to have to obtain a recreational fishing licence, before they can do what seafarers do around the world—fish?

A large number of foreign vessels visit the Pilbara coast to load Australian resource exports. While they are in port or anchored their fishing activities have the capacity to have a serious effect on localised fish stocks. Further, there is potential for conflict where crew fishing from these vessels are seen by members of the Western Australian public to be in breach of fishing rules.
Since 2005, the Department of Fisheries has taken an educative approach to this issue by providing information about recreational fishing rules in Western Australia to visiting crew members though Port Authorities and shipping agents, and encouraging the crews to observe local fishing rules.
