747. Hon DONNA FARAGHER to the Minister for Education and
Training:
I refer to the review of the
operational guidelines for community kindergartens.
(1) Has the review been completed;
and, if not, why not?
(2) If yes to (1), will the minister
table the new guidelines?
(3) If no to (1), when will it be
completed?
(4) Are the new
guidelines expected to take effect for the start of the 2021 school year; and,
if not, when are they expected to take effect?

I thank the honourable member for
some notice of the question.
Extensive
consultation has been conducted with linked school principals, nominated parent
management committee representatives,
community kindergarten teachers and the Community Kindergartens Association.
Consultation with principals was delayed
due to COVID-19. Given that enrolment processes for 2021 are now taking place,
stakeholders have been informed that the current guidelines will remain
in effect until the new guidelines become available. Stakeholders were also
notified about a contact email address to request extensions to the enrolment
deadline, which is the end of week 4, term 3. The department will take into
account the impact of COVID-19 in assessing extensions and exemptions to the
enrolment threshold.
(1) No, the final
draft is currently awaiting internal approval at the Department of Education,
so I have not seen it.
(2) Not applicable.
(3) It will be completed at the end
of term 3, 2020.
4) No, the new
guidelines will take effect following approval and announcement by the end of
term 3, 2020.
