I refer to the Minister’s joint announcement with the Premier on 25 March 2010 regarding the high-rise residential and commercial development planned for Karratha, and ask:
(a) will the Minister guarantee that the development will offer rental accommodation at a more ‘Perth-like’ $350 a week; and
(i) if yes, on what basis can the Minister make that guarantee; and
(ii) if not, why not?
(b) is any of the residential accommodation currently available for pre-purchase; and
(i) if not, will any of the residential accommodation be available for pre-purchase prior to the completion of construction; and
(A) if so, when; and
(c) has any residential accommodation been quarantined for social housing; and
(i) if so, how much?

(a) As the project is being developed by a private company (Finbar) rents will be set by the private owners of apartments. As such I cannot guarantee the development will offer rental accommodation consistent with 'Perth-like' rents.
(i) Not applicable.
(ii) It is intended that Finbar will procure the built form and sell the completed residential units to individuals for either owner occupation or rental. Purchasers who choose to rent their units will be free to seek a market rate of return.
The development of the two town centre sites along with the Service Workers village will however, provide much needed accommodation and accommodation choice in Karratha.
(b) There is no accommodation currently available for pre purchase. However, interested parties can contact the developer to register an expression of interest.
(i) Sales contracts will only be available post development approval.
(A) Development Approval is not anticipated until late 2010.
(c) No, the sale of land will not obligate the construction of any social housing.
