With regard to the Department of Housing and Works’ contracts and tenders, I ask -
(1) How many of the Department’s building contracts and tenders, including contracts for public housing, that were let in the Pilbara region during the past 12 months, have gone to local organisations, companies or businesses?
(2) In relation to (1), -
(a) what are the names of these organisations and businesses;
(b) what are the details of these contracts and tenders, including the number of houses and other facilities built under these arrangements, in each of the Pilbara towns?
(3) If none to (1), why not?
(4) How many of the Department’s building contracts and tenders, including contracts for public housing, that have been let in the Pilbara region during the last 12 months, have incorporated training programs for local Indigenous people?
(5) If none to (4), why not?
(6) In relation to (4), how many local Indigenous people, -
(a) have been trained; and
(b) in what capacity?
(7) Were non-local Indigenous people trained or employed as part of workforce for the Department’s building contracts and tenders?
(8) If yes to (7), in what capacity?
(9) How many of the Department’s building contracts and tenders, including contracts for public housing, that have been let in the in the Pilbara region during the last 12 months, have led to the employment of Indigenous people?

To be considered as a local organisation or business, the organisation or business must have a local established office from which it conducts business.
Construction Contracts
Of the 23 building contracts and tenders commenced by the Department in the Pilbara region since 1 October 2009, 11 have been awarded to local organisations, companies or businesses.
Refurbishment Contracts
Of the 59 refurbishment contracts awarded by the Department in the Pilbara region in the last 12 months, 54 were awarded to local organisations, companies or businesses.
New Living Project
No tenders and contracts have been let to local businesses in the last 12 months in South Hedland under the New Living Project by the Department.
70 homes are budgeted for refurbishment and 9 for demolition under the South Hedland New Living Project for the 2010/11 financial year. Competitive quotes for the works are sought by Jaxon as Project Managers which results in considerable opportunities for local businesses and organisations.

The Tender for the refurbishment of four Departmental properties at Tom Price was awarded to an Indigenous Building Company, 'Attention to Detail'.
Pilbara Waste at Wedgefield employs local Indigenous people.
A & K Fencing at South Hedland employs local Indigenous people.
B and E Cleaning Services at Newman employs local Indigenous people.
New Living Project
The South Hedland New Living Project currently funds the Hedland Trainee and Apprenticeship program from 1 July 2009 to 30 June 2012 at a cost of $684,570.

The Department encourages contractors to employ Indigenous people or to sub-contract with Indigenous businesses and organisations by offering an Aboriginal Enterprise and Training tendering preference.
The contracts for the Mugarinya Community provide direct employment opportunities for Indigenous persons.

'Attention to Detail', Pilbara Waste, A & K Fencing and B and E Cleaning Services provide skills and development for local Indigenous people.

Indigenous people are employed at Pilbara Waste and provided with training to acquire their truck drivers license to fill positions as truck drivers and operators of machinery in the waste disposal business.
Attention to Detail employed Indigenous people as trades assistants to painters and carpenters, learning skills in these trades, OSH and the safe handling of asbestos products.
B and E Cleaning employed Indigenous people who were trained in OSH and the safe handling of cleaning products and machinery to strip and polish vinyl floors, clean internal walls, tiles and fittings using the appropriate personal protection and cleaning products.
A & K Fencing employed Indigenous people and provided training in the erection of fencing within a cyclone rated area.
New Living Project
Currently four Indigenous carpentry and joinery apprentices are engaged with a fifth to recommence in the near future.

Specific Information at this level of detail is not available, however recent contact by Jaxon with a sample of companies and suppliers engaged on the project revealed that 7 companies currently employed 12 Indigenous persons. Of note is that through the project an Indigenous carpenter who came through the Fairbridge Organisation (who assist the young and underprivileged) is employed.
