I refer to the Collie Futures Fund, and ask: (a) Can the Minister provide information on what the $200,000 grant awarded to DC Two and D Coin is for; (b) What performance indicators have been established to safeguard the Government's investment; (c) Given the State Government has walked away from building a $30 million solar farm in Collie, what impact will that have on the operations of the DC Two data centre facility which is to be powered by renewable energy; and (d) What involvement has the State Government had with Hadouken Pty Ltd to build a solar farm in Collie?

a. The Collie Futures Small Grant Program (CFSGP) grant to DC Two was awarded for the development and construction of a new modular, transportable and relocatable data centre in Collie. The DC Two “Modular Behind the Grid Data Centre” project is expected to deliver technology and data centre solutions and services to the Collie region.
b. The CFSGP funding is governed under a Grant Agreement with the State Government through the Department of Primary Industries and Regional Development (South West Development Commission). The performance indicators are aligned to reporting milestones, not payments or timelines. See attached paper #. The operative clauses of the Grant Agreement define the roles and responsibilities of the parties to the agreement and safeguard the State from liability in the project.
c. The DC Two project proponents are investigating a number of options for the location of the Data Centre which could potentially be powered by a mix of conventional and renewable energy sources.
d. Hadouken Pty Ltd, submitted an application to the Department of Planning’s Joint Development Assessment Panel in April 2018 to establish a solar farm in Collie, which was subsequently approved. The application allowed for the co-location of a data centre and crypto-currency mining located near a sub-station on a rural property about 2kms north of Collie. The South West Development Commission and Department of Primary Industries and Regional Development staff have met with representatives from the company on several occasions to discuss his project.
