1124. Hon NICK GOIRAN to the minister representing the
Minister for Transport:
I
refer to the widening of Armadale Road as a result of the Armadale Road upgrade
project, which created an inability to access lot 2 Armadale Road, Piara
Waters.
(1) On what date
did Main Roads Western Australia inform the City of Armadale that it has
declared or intends to declare Armadale Road as a control of access road?
(2) Is the
minister aware that for more than 50 years, Armadale Road was the only point of
access to lot 2?
(3) Is the
minister aware that the widening of Armadale Road has removed direct access to
lot 2, leaving the property landlocked and unable to be developed?
(4) Is the minister aware of an
attempt to claim compensation?
(5) In light of the above, will the minister

(a) gazette the control of access road by Main Roads
and accept the owner's compensation claim; or
(b) negotiate
with the owners of lot 2 the true value of the land based on the highest and
best use?

Roads wrote to the City of Armadale and the City of Cockburn on 29 August 2024
advising of the intention to proclaim control of access on Armadale Road. Main
Roads is aware that access to lot 2 was impacted by the duplication of Armadale
Road; however, the owner rejected a previous offer from the Western Australian
Planning Commission to purchase the land. Main Roads will progress the gazettal
of the control of access for Armadale Road in due course.
