My question relates to National Party policy. (1) Was the President of the Western Australian National Party, Ric Beatty, expressing party policy this morning when he told journalists that the Minister for Fair Trading should go because he is dragging down the Government and that the minister's actions had hurt National Party constituents? (2) If no, is it National Party policy to support the minister's continuing in his portfolio? Mr COWAN

(1)-(2) I am not sure whether the question is in order, but I assume that you, Mr Deputy Speaker, will permit me to answer it. Before I begin, I correct one thing: The actions of the finance brokers have hurt those people who invested throughout Western Australia. Several members interjected. The DEPUTY SPEAKER: Order! Mr COWAN: I do not often take interjections in question time; however, I remind the member for Fremantle of one thing: This is not the first time that we have seen people manipulating the laws of this land and exploiting those people who want to invest at high interest rates. I am sure the member remembers Cambridge Credit, Rothwells Ltd and all such companies from the past. The member should not think for one moment that this is the first such occurrence. I return to the question. First, the actions of some unscrupulous finance brokers have impacted upon people who sought - which is their right - a very high interest return on their investment. Second, the President of the National Party is entirely within his right to express a point of view that is his, and his alone. I say on behalf of the National Party, and I am sure the minister responsible will acknowledge this point, that the finance brokers issue needs to be cleared up and dealt with once and for all. Legislation will be introduced into this place that will repair that situation. The DEPUTY SPEAKER: I call the member for - Mr MARSHALL: I represent Dawesville, which, by the way, is the fastest growing country region in Western Australia. The DEPUTY SPEAKER: Order! The member will ask his question.
