I refer to the ‘enhanced home visiting service’ delivered by the Health Department specifically to pregnant women, newborn infants and children up to age two, and ask -
(1) How many families are currently enrolled in or engaged with the service -
(a) in the Perth metropolitan area; and
(b) in Western Australian country areas?
(2) How many full-time equivalent nurses are involved with or provide the service?
(3) How many full-time equivalent other employees are involved with or provide the service?
(4) Does the program involve structured home visiting during a client’s pregnancy, and thereafter?
(5) How, and by whom, is a client referred to the Health Department’s enhanced home visiting service specifically for pregnant women, newborn infants and children up to age two?

Community Child Health Centres
(1a - b) Data on the numbers of families receiving an enhanced home visiting service is not readily available. In order to obtain this information, community child health centres would need to undertake manual data collection.
(2) As at 23 April 2012, a total of 197.9 FTE Child Health Nurses were engaged in the provision of the service.
(3) Nil.
(4) The service does not provide structured home visiting during pregnancy. However, community child health nurses work flexibly according to client need and in partnership with midwifery services when required.
(5) Referral is normally from community child health nurses in consultation with the client and senior staff. Through its 'Universal Community Child Health Contact Schedule', the Department of Health offers services to support carers and families to monitor and promote the healthy development of children in the early years. There is a basic offer of seven contacts from birth to school entry but some families and children with higher needs may be offered the more intensive 'Enhanced Home Visiting Service'.
King Edward Memorial Hospital's (KEMH) Visiting Midwifery Service (VMS)
As at 23 April 2012:
(1)(a) Approximately 20-40 women per day, dependent on the number of births and discharges from KEMH.
(b) Nil.
(2) 9.3 FTE
(3) Nil.
(4) Not during pregnancy - antenatal visits are as requested by medical staff. Postnatal visits are structured and continue until day five post-birth. Visits may be extended past day five where clinically indicated.
(5) Written referral via medical / midwifery staff when the client is eligible to receive the service and has given birth / been managed antenatally at KEMH.
Community Midwifery Program (a metropolitan wide home birthing service)
As at 23 April 2012:
(1)(a) 201
(b) Nil.
(2) 12 FTE midwives.
(3) 2 managers.
(4) Yes.
(5) Self referral.
Aboriginal Maternity Group Practice (a NMAHS program for Aboriginal women between the ages of 15-19)
As at 23 April 2012:
(1)(a) 16 women are currently registered with the Aboriginal Maternity Group Practice (AMGP). (34 women have registered since commencing service in February 2011).
(b) Nil.
(2) AMGP has 1.6 FTE midwives.
(3) AMGP currently has 1 FTE coordinator, 0.9 FTE Aboriginal health officer and 1.6 FTE Aboriginal liaison grandmothers.
(4) AMGP provides antenatal and four weeks postnatal care in the home as well as at community based clinics.
(5) AMGP accepts clients through self-referral and from agencies. Currently agencies AMGP has received referrals from are hospitals (predominantly antenatal clinics and social work departments), Child and Adolescent Health Service, North Metropolitan Area Health Service - Public Health and Ambulatory Care, Women's Health and Family Service and Meerilinga. A large number of AMGP's clients find out about the program from their family members.
