❓ A Member of Parliament is questioning the Treasurer regarding the accuracy of previous answers related to Procurement Reform savings estimates and potential fraudulent dealings. The Treasurer declines to reaffirm the accuracy of previous answers or provide a categorical statement about fraudulent dealings, citing the scale of government contracts and suggesting the member report any specific instances to the authorities.

I refer the Treasurer to Question on Notice, number 1404, dated 7 August 2006 and his reply dated 12 September 2006, as to why the Department of Treasury and Finance did not include within its initial savings estimates, sourced from Procurement Reform, the actual cost of such Procurement Reform as being a substantial debit to these estimates, also the eleven other questions pertaining to this reform, and I ask -
(1) Will the Treasurer provide individual re-affirmation to the accuracy of his answers to each question, (1) to (12) inclusive?
(a) If not, why not?
(2) Will the Treasurer provide individual explanations to why his answers remain accurate for each question, (1) to (12) inclusive?
(a) If not, why not?
(3) Will the Treasurer state categorically that no contractual relationship or similar commercial agreement has been entered into by any agency or employee of the State Government with suppliers of goods and/or services that may be deemed to have included fraudulent or deceptive dealings since the establishment of Procurement Reform?
(a) If not, why not?

(a) A comprehensive response to the twelve questions was provided last September. (2) No. (a) The explanations provided previously remain accurate. However, if the member requires further additional information, then this can be provided. (3) No. (a) Irrespective of the Procurement Reform Program, a Minister would not be in a position to provide such a categorical statement. Last year State Government agencies and Government Trading Enterprises, and their many thousands of employees, entered into over one million individual contractual relationships for goods and services, with an estimated total value of over $9 billion - from low value purchases and one-off contracts, to multi-million dollar long term service contracts. If the Member has any knowledge of an instance where he genuinely believes fraudulent or deceptive dealings have occurred, he should have already provided the information to the relevant authorities for investigation.
