With regard to communications with between the Government and the Kimberley Community relating to LNG proposals and answers to question No. 4447 of 1 May 2007, and the statement made by the Premier in his address to the Legislative Assembly on Tuesday, 21 November 2006, where he states ‘As a result of this interest, I have asked Brendan Hammond, head of the Office of Development Approvals Co-ordination, to enter into dialogue with the people of the region. I reiterate that this is a dialogue, not an imposition or a demand. The purpose of the dialogue is to establish whether the communities do wish to participate in the long-term opportunities that could arise from the development of the LNG industries that will inevitably take place off the Kimberley coast and, if so, to facilitate processes to progress the issue. If the Aboriginal people in the west Kimberley do not want to host an onshore processing facility, none will occur,’ and I ask -
(1) In what capacity was Peter Yu assisting Brendan Hammond in relation to the role the Premier asked Mr. Hammond to perform as outlined in Parliament on 21 November 2006?
(2) Was he entering into dialogue with the people of the region on behalf of the Government?
(3) Was he entering into dialogue with the people of the region on behalf of any other party?
(4) If yes to (3), whom?
(5) Did this dialogue present a suggested economic value to the people of the region of either the Woodside or the INPEX proposals?
(6) If yes to (5), what is the suggested economic value of either the Woodside or the INPEX proposals to the people of the region?
(7) Did this dialogue present an economic and social value argument to the people of the region for not pursuing either the Woodside or the INPEX proposals?
(8) If yes to (7), what is the suggested economic value of not pursuing either the Woodside or the INPEX proposals on the people of the region?
(9) If no to (7), where and when are the options of not pursuing either the Woodside or the INPEX proposals to be put?
(10) Given that the Premier has stated, ‘the development of the LNG industries that will inevitably take place off the Kimberley coast’, what is the intended outcome of the dialogue?
(11) Who was retaining the services of Peter Yu in the periods outlined in answers to question No. 4447?

(2) Mr Yu was assisting Mr Hammond who is representing the Government in the dialogue as outlined in the Premiers statement to parliament. (3) While engaged as outlined above Mr Yu's role was that of assisting Mr Hammond who is conducting the dialogue on behalf of the government, not representing any other party.
