I refer to question on notice 648, which asked a series of questions in relation to Public Transport Authority (PTA) train dwell times, to which the Minister responded, "I refer the Member to the answer given to Legislative Council Question on Notice 602", an answer which also provided no data and merely stated "Train drivers dwell at each station in accordance with passenger loading and operational circumstances", and I ask: (a) why was the Minister not able to provide an answer to the question, "does the Public Transport Authority record dwell times"; (b) why was the Minister not able to provide an answer to the question, "what was the average dwell time for A-series trains in March 2025"; (c) why was the Minister not able to provide an answer to the question, "what was the average dwell time for B-series trains in March 2025"; (d) why was the Minister not able to provide an answer to the question, "what was the average dwell time for C-series trains in March 2025"; (e) why was the Minister not able to provide an answer to the question, "if the above cannot be provided, why not and please explain why this data would not be available given very specific records exist of train movements across the modern system"; (f) in relation to the non-answered referred to in parts (b), (c) and (d), is a greater level of specificity, such as individual days or lines, required in order for the PTA to be able to construct an answer to the question; (g) if no to (f), why can the answers not be provided; and (h) if yes to (f), what level of specificity is able to be answered?
