(a) if not, shouldn’t the Minister and the Department for Planning and Infrastructure have had adequate time to properly undertake the necessary research, consultation, development and transition activities for a public Expression of Interest concerning the mandatory vehicle inspections; and
(b) if the Minister was aware that the commodities boom and all that it entails was going to impact on the licensing services conducted by the Department for Planning and Infrastructure, why did the Minister’s office and the Department not plan for contingencies earlier?

The introduction of the trial use of private-sector vehicle examination partners is itself part of the planning process for an intended expression of interest. This step was taken in recognition of the growing pressures faced by the State's licensing system and is part of the Government's $73.8m four year funding package to improve licensing services and ensure future growth is accommodated.
