534. Hon Dr BRAD PETTITT to the parliamentary secretary
representing the Minister for Corrective Services:
I refer to youth justice and the
answer to my question without notice 449 for which information on unfulfilled
shifts over multiple months was provided without issue or request to place the
question on notice.
(1) On a typical day, how many youth custodial officer
shifts are required to be filled at Banksia Hill Detention Centre and
unit 18 respectively to avoid program disruption and staff-related lockdowns?
(2) What was the total number of YCO
shifts that went unfulfilled at each facility during April 2023?

I thank the member for some notice
of the question. The following answer has been provided to me by the Minister
for Corrective Services.
(1) Generally, a day's
program at Banksia Hill can be run with 35 to 40 youth custodial officers and a
day's program at unit 18 can be run with 15 YCOs. These numbers are
inclusive of up to three prison officers in
assisting roles. This can be impacted by the level of critical incidents, site
damage and detainees' particular medical, behavioural or other
issues. The numbers fluctuate depending on those factors.
(2) The table
below outlines the number of unplanned absences among YCOs for the month of
April 2023. Please note unplanned absences, or ''unfulfilled shifts'',
includes instances in which YCOs did not attend their rostered shift. This
would include reasons such as sick leave, personal leave and all other
unplanned leave. Please also note, in addition to the below absences, Banksia
Hill's staffing is impacted by workers compensation, placements,
officer training and vacancies.
