I refer to page 78 of Budget Paper No. 3, 2014-15 Economic and Fiscal Outlook, where it states that the Budget assumes that the ‘Early Childhood Education – Universal Access’ National Partnership is assumed to expire, and I ask for each agency and department under the Ministers portfolios:
(a) what will be the impact of the expiry of this national partnership agreement on programme delivered by the agency;
(b) which specific programs will be impacted on by the expiry of this national partnership agreement; and
(c) of the specific programs referred to in (b), which programs will cease as a result of the expiry of the national partnership agreement?

The Department of the Premier and Cabinet advises according to its records -- (a) The Universal Access to Early Childhood Education National Partnership is scheduled to expire at the end of 2014. The arrangements made beyond this will have a bearing on the ongoing provision of the extra four hours of Kindergarten in schools provided per week, which supplements the 11 hours per week funded by the State Government. The Western Australian Government, at a Ministerial and Departmental level, has pursued a commitment for the continuance of the National Partnership. (b) The extra four hours of Kindergarten in schools per week. (c) There will be greater clarity about future funding for the extra four hours of Kindergarten once the Commonwealth's scheduled review of the National Partnership is finalised. It should be noted that the State Government continues to strongly advocate for the long-term continuation of funding for the additional four hours. This matter will be raised again at the upcoming Education Council Meeting.
