and Gaming:
I refer the minister
to the recent Four Corners report that several
Northern Territory racing and wagering commissioners have owned or part-owned
racehorses, raising serious questions about conflicts of interest and
regulatory integrity.
(1) Can the minister confirm whether any current
or former members of Racing and Wagering Western Australia's board or executive
have held financial or ownership interests in the racing industry they are
responsible for regulating and, if not, why not?
(2) What safeguards are in place in WA to prevent
or manage such conflicts of interest?
(3) Will the minister commit to an independent
review of Racing and Wagering WA's governance framework to ensure regulatory
independence from industry influence and, if not, why not?

I thank the
honourable member for some notice of the question and provide the following
answer on behalf of the Minister for Racing and Gaming.
(1) The Western Australian racing industry
regulatory environment is different from that in the Northern Territory. The Gaming
and Wagering Commission regulates gambling activities, and Racing and Wagering
Western Australia is the principal racing authority regulating racing. Current
and former members of the board and executive are
not prohibited from owning or part-owning racehorses, providing they comply
with conflict-of-interest measures.
(2) The identification, management and prevention
of conflicts of interest, which include interests in racing animals, for Racing
and Wagering Western Australia's directors, executives and employees are
embedded within key legislative and governance instruments. They are set out in
a table, which I seek leave to have incorporated into Hansard .
