I refer to the community consultation process undertaken during the conception of the proposed Economic Regulation Authority. In Consulting Citizens: A Resource Guide , a document launched by the Premier in April 2002, a number of principles of good community consultation were established. I draw the substance of my questions from those principles. (1) For each of the following, will the minister describe what actions the Government has taken in the case of the proposed Economic Regulation Authority to: (a) profile the community or region so that the Government knows the people with whom it needs to work; (b) educate the community about the issues and alternatives already identified; and (c) participate with them in a process of mutual education and joint problem solving? (2) The Treasurer recently stated that the Economic Regulation Authority Bill had received broad support from industry and consumer groups. I ask the minister to outline: (a) which groups were approached by Treasury to provide feedback on the Bill; (b) which of those groups the Treasurer considers to be consumer groups; and (c) on what basis the Treasurer was given the impression that those groups have given the Bill broad support?
