I refer to question 310 asked on Wednesday, 25 May 2005 in respect of security identification cards at ports in Western Australia. What is the current status of the development of a single interchangeable identity and access system, and what is the anticipated annual fee of a security card? Hon KATE DOUST

I thank the member for some notice of this question. The Western Australian port operations task force commissioned a study into the introduction of the maritime security identification card and how or whether this could be integrated into a single combined identification and access control card. The access control would preferably be common to all Western Australian port facilities. The study has just been completed, with the paper yet to be released, but I can advise that it has been established that a single MSIC and access combined card can be achieved for maritime security zone areas operated by port authorities. The anticipated annual fee is yet to be determined as there could be a dual component of cost for the MSIC and the access. The issuing of MSICs is still at a draft stage with the federal Department of Transport and Regional Services still to release guidelines.
