TRANSPORT AUTHORITY —ANDREW FORRESTER
140. Hon MICHAEL MISCHIN to the minister representing the
Minister for Transport:
I refer to Corruption and Crime
Commission reports of 18 October 2018 and 19 February 2020 concerning the
unauthorised acquisition between 12 and 22 June 2017 by one Andrew Forrester of
confidential personal information of some 1 750 employees of the Public
Transport Authority, and his disclosure of that information to the Australian
Rail, Tram and Bus Union for its use in industrial agreement negotiations.
(1) What action
has been taken to dismiss, demote or otherwise discipline Mr Forrester and what
is the status of that action?
(2) If none has
been taken, why not, who made the decision and to what extent was the minister
or any member of her office involved in that decision?
(3) Has Mr
Forrester's unauthorised access and disclosure of the data been
referred to the Western Australia Police Force, and what is the status of that
investigation and any prosecution?
(4) If it has not
been referred to the police, why not, who made the decision not to refer the
matter to the police, and to what extent was the minister or any member of her
office involved in that decision?

I thank the honourable member for
some notice of the question.
(1) The Public
Transport Authority commenced a disciplinary investigation on 30 October 2017.
Prior to the conclusion of the disciplinary process, Mr Forrester resigned.
(2) Not applicable.
(3)–(4) The PTA liaised with the WA police and the
Corruption and Crime Commission about the matter. The CCC commenced an
investigation into Mr Forrester's actions in conjunction with the PTA.
The PTA is not able to provide information in relation to WA police
investigations. Neither the Minister for Transport nor any member of her office was involved in any decisions
relating to the referral of the matter involving Mr Forrester.
